On August 1, 2011 in Sofia took place the official ceremony for awarding of the subsidy contracts under the Bulgaria-Serbia IPA Cross-border Programme.

Thus, the Foundation for Transparent Regulations started the implementation of a project „Publicity, Transparency and Partnership-a Basis for Social and Regional Development” together whit  Serbian non-profit organization  European Movement.

The project has been implemented with the assistance of the European Union through the Bulgaria-Serbia Cross-Border Programme CCI No 2007CB16IPO006 under subsidy contract № РД-02-29-202/28.07.11.

The overall objective of the current project is to improve the capacity for joint planning, solving current issues and future development between local administrations and structures of civil society in the cross-border regions of Bulgaria and Serbia through sharing experience and promotion of good practices in the area of partnership and good governance.

The specific objectives that will be achieved are: drawing out of good practices for improvement of the collaboration between the civil sector and local authorities; promotion of institutional and civil links and partnerships; activating institutional capacity for joint planning and acting in both regions; establishment of models for cooperation on the basis of good practices and drawing out good practices for the realization of effective and efficient management policies, qualified services and reporting methods, used by the local administrations in their work with the Serbian citizens.

On July 15, 2009 the Foundation for Transparent Regulations started the implementation of a new project in the area of good governance, financed by Sofia Municipality under the program “European Projects and Civil Society Development”. The project contributes to improving the interaction between the Sofia Municipal Council and Public Councils in Sofia.
 

The general goal of the project is to improve the interaction between civil society structures and local authorities as well as to strengthen the role of civil society in Sofia Municipality through elaboration of clear regulations for interaction and building an active civil and political culture.
 

The project has the following specific goals:

- to make popular the role and significance of public councils as a mechanism of public consultation and realization of public policies at the local level

- to increase the capacity of existing public councils

- to create favorable conditions for the creation of new public councils

- to guarantee transparency and civil society monitoring of public policies’ implementation in Sofia Municipality

 

The first project activity was “Research on existing work practices of public councils in Bulgaria and the EU”. The results of the research were incorporated in a report which contains a classification and working rules of existing public councils in Bulgaria as well as particular examples of good practices in our country (in the municipalities of Razgrad, Stara Zagora, Kardzhali) and in other EU member states (Germany and the UK).

 

Based on the report, the project experts designed models for regulating the work of public councils in Sofia. Those models were the topic of a roundtable discussion held on September 16, 2009 in the Sofia Municipal Council, the participants being municipal councilors and administration officials. The models served as a basis for a draft regulation on public councils in Sofia.

 

On November 10, 2009 the draft regulation was discussed by civil society representatives at a specially organized round table. The final project activity produced a brochure with general information on public councils aimed at civil society structures and active citizens.

 

The draft regulation on public councils is the result of 4-month work on this topic and efforts to reconcile the positions of Sofia Municipality and civil society. It gives evidence for the willingness of both parties to cooperate with each other in compliance with clearly defined regulations.

 

The draft was officially presented to the Sofia Municipal Council, which will examine it and decide whether to adopt it in practice.

The Foundation for Transparent Regulations implemented successfully the project “Transparency and publicity in the actions of the regional and municipal administrations – a guarantee for fair and worthy local management” (No. 08-12-118-C/27.08.2008 ) under the Operational Programme “Administrative Capacity”, co-financed by the European union through the European Social Fund. The project was under the priority “Good government”, sub-priority “Transparent and fair state administration system” within the Operational Programme “Administrative Capacity”.
 

Overall objective of the project:

Research and evaluation of methods and means for improvement of the work processes that lead to transparency in the activities of the Bulgarian regional and municipal authorities.
 

Specific objectives:

-  Drawing out good practices for the realization of effective and efficient management policies, qualified services and reporting methods, used by the regional and municipal administrations in their work with the Bulgarian citizens.

- Drawing out a comparative assessment of the transparency and accessibility achieved by the regional and municipal administrations and the necessary legal basis for this transparency and accessibility.

-  Elaboration of recommendations for quality improvement of the communication between the regional and municipal authorities on one side and the civil society on the other.

-  Drawing out of good practices for improvement of the collaboration between the civil sector and the regional and municipal authorities.
 

The project started on August 27, 2008 and was concluded on August 26, 2009.
